Risk Management Requirements

On January 1, 2015 the changes in the PA Child Protective Services Act went into effect.  These changes are a dramatic change from the previous version of the law and require we all make changes to how we approach protecting the children in our organizations.PA West Soccer can no longer provide a clearance through a third party source and therefore has discontinued offering an eKidsafe clearance.  We have made adjustments to our system so it will help us manage the documents required by the new law.This memo will outline the requirements of the law and how our process will work.
The law now identifies individuals by two categories…paid and volunteer…and each has its own requirements.

Paid
Individuals who are charged with the safety and welfare of children or have direct contact with children who are paid by the club must provide a current PA State Police Criminal Record Check, a PA Child Abuse History Clearance, and a Federal (FBI) Criminal History Report.
These individuals must comply with the law immediately.

Volunteer
Volunteers who are charged with the safety and welfare of children or have direct contact with children must provide a current PA State Police Criminal Record Check, a PA Child Abuse History Clearance, and one of the following depending on qualification: if a PA resident for 10 or more continuous years a notarized Volunteer Affidavit verifying residency and no conviction involving a disqualifying crime; if a PA resident for less than 10 continuous years a Federal (FBI) Criminal History Report.
This portion of the law allows volunteers until July 1, 2015 to comply.  This means a current eKidsafe clearance is acceptable for the spring playing session.  Any individual with an expired eKidsafe clearance should obtain the state required documents.
These clearances are good for three (3) years and are transferrable to other activities and organizations.
Once a coach/volunteer has obtained the required three (3) documents they will complete an application in the PA West Soccer online risk management system and upload each of the documents.  PA West Soccer will review the documents and once verified provide an “approved” risk status.  The coach/volunteer will either login to their current account or create a new account if seeking approved status for the first time.
